Rain Thieves 2

Lawmakers in Colorado are pushing ahead on a bill that would make it legal to save rainwater in cisterns. Current law makes it a crime (previous post on rain thieves). Implementation will be slow -- because they want to study rain, runoff and groundwater before and after housing is built. Expect an update in 2011 or so. :(
