The California Senate has voted to end funding, claiming that $5 billion spent to date was wasted on programs that have done nothing to improve the condition of the Sacramento-San Joaquin River Delta.
I know nothing about the Authority. Did it do any good? for the Delta? Please comment.

Actually, it hasn't been around that long. It was created following the approval of the Cal-Fed Record of Decision and following litigation challenging the governance structure of the original CALFED authority.
It is a classic example of the problem of creating effective governance structures. Their scope of authority, their constituents and their mission were all pretty much a great mystery even to those of us who work in this business.
Some (many?) of us around Delta ecology believe that the CBDA was established as a means to achieve a peripheral canal to move water around the Delta and to the pumps at Tracy, from where it goes to So Cal. The vital signs of the peripheral canal are not good. You can read about these extremely complex issues in Lund et al 2007.
