David, this comment of yours should be required reading, with a test afterward, for those who would have a hand in crafting our water future:

Why the heck are so many environmental groups not thinking this way? Part of it must come from the same command/control mindset that tells them people with lots of degrees and the right political leanings should be in charge of everything (just as works so well France). There is surely more to it than that, but I can't quite get my arms around it.
